The Process of Environmental Assessment

As military training on Dartmoor Training Area predates the relevant legislation, continuing military training on does not require consent under the Town and Country Planning system. However, the Environmental Appraisal being undertaken in order to assess the effects of military training will mirror the process used for an Environmental Impact Assessment, typically used for planning applications for major or sensitive developments.

MOD intends that the process should provide a transparent and consultative assessment of any environmental effects and outline options and management measures for mitigating the effects in order to enable military training to continue on Dartmoor.

Defence Training Estates has undertaken to complete the following task to help facilitate the Environmental Appraisal:

  • Collate all data, the responses of all those consulted and any other relevant documentation.
  • Prepare all documentation and reports required for the Environmental Appraisal.
  • Manage the public consultation process.
  • Commission external studies on a spectrum of issues through statutory bodies and expert organisations on topics such as bird populations, cultural heritage, vegetation, socio economics, noise and landscape.

The Dartmoor Steering Group is a Government appointed body that has a key role to play. It will monitor the consultation process, attempt to reconcile the views expressed and inform both the Secretaries of State for Defence and Environment of any issues that cannot be resolved.
