Dartmoor Training Area Detailed Aims and Objectives:
Access and Recreation

Aim

To support the certainty and quality of public access and recreation, wherever this is compatible with military training and operational requirements, safety, security, conservation and the interests of landlords and tenants.

Objective AR 1:
To improve quality and extent of public access across DTA wherever this is compatible with military training and operational requirements, safety, security, conservation and the interests of landlords and tenants.

Background and Management Implications

Most of the MOD's freehold land at Willsworthy has been entered into a public access agreement drawn up with the DNPA and two car parks have been provided at Willsworthy and Lane Head. Safety issues are dealt with under a specific safety objective.

Live firing restricts public access to range danger areas. Timely information is required to maximise public access opportunities. Public access can have an effect on military training and the themes presented within this plan. The effects can be minimised by encouraging walkers and horse riders to take routes selected to minimise damage to the MOD's primary interest and the environment.

Public access agreement extended to cover all MOD unenclosed Freehold land and agreed paths at Willsworthy by 2010.

To improve public information about access opportunities, safety and countryside protection.

Background and Management Implications

The MOD and DNPA have devoted much effort and expenditure in improving public information about access opportunities, safety and countryside protection including leaflets, advance notice of non-firing periods and information boards. There is still a perception as evidenced by both written articles and casual comment, that access to Willsworthy is more restricted than it actually is and this can discourage the public from making the most of the current access opportunities.

Provide public access information (including Range firing times) through DTA leaflets, the Okehampton Camp information centre, local radio, local newspapers and through this website.

Continue to provide information that guides the public in the safe use of the military training area.

Further information is provided by DNPA and within the DNPA High Moorland visitor centre.

Objective AR 3:
To reduce the effects of visual intrusion, odour, noise, dust and vibration on public accessing Dartmoor Training Area.

Background and Management Implications

The DTA Standing Orders and EMS provide guidance to training units on how to behave and use the moor with due regard for other users and the environmental effects of their training.

Ensure that these aspects are raised in the initial training recce briefings for all units.

Reduced impact on public.

Risk mitigation in place.

Monitor number of complaints.
